The National Assembly’s Public Investments Committee on Education and Governance has raised concerns over stalled development projects at Kisii National Polytechnic despite millions of shillings having been allocated to the institution.
The committee, chaired by Luanda MP Dick Maungu, visited the institution to assess development projects that were initiated several years ago but remain incomplete.

Maungu said Kisii National Polytechnic plays an important role in mentoring several institutions in Kisii and neighbouring counties, making the completion of its development projects critical to the region.
He said some of the projects under investigation were initiated in 2019 and had received government funding over the years but remained incomplete.
“We came here because there are projects which were started in 2019 and money has been pumped into this institution, but some of the projects have not been completed for various reasons,” Maungu said.
The MP said the committee was concerned that some projects had remained incomplete for nearly seven years despite receiving substantial funding.
He added that questions had been raised over the management and utilisation of funds allocated to some of the projects.
Maungu, however, acknowledged the efforts of the current principal, who has been in office for about five months, saying he had made efforts to address some of the challenges surrounding the stalled projects.
The committee has directed the principal and other relevant officers to appear before Parliament in October, where they will be required to submit documents relating to the projects and funds received by the institution.
Former officials, including procurement officers, accountants and former heads of the institution, may also be summoned to explain their roles in the implementation of the projects.
“We want to look at the documents and establish why projects have not been completed yet money was allocated and received,” Maungu said.
The committee is expected to scrutinise the documents and explanations provided by the officials to establish the causes of the delays and determine responsibility for the stalled projects.
