The Food and Agriculture Organization of the United Nations (FAO) has launched the Financing for Shock-Driven Food Crisis (FSFC) Facility, to anticipate and mitigate food emergencies before they escalate.
The announcement was made on the sidelines of the 44th Session of the FAO Ministerial Conference.
FAO Director-General QU Dongyu emphasized the need for a fundamental shift in global crisis response—from reactive humanitarian aid to anticipatory action backed by targeted financing.
He noted that millions of people are pushed into hunger each year due to predictable shocks such as droughts, floods, conflicts, and economic disruptions.
According to him, interventions often arrive too late, after the situation has deteriorated into a full-blown emergency.
The FSFC Facility, he said, was developed to reverse this trend by acting early.
It is based on a simple but powerful principle: responding before a crisis becomes a catastrophe is both more effective and more economical.
Evidence driven
Evidence from FAO and its partners demonstrates the value of early action, showing that every dollar invested in anticipatory responses can yield savings of up to seven dollars, with significantly better outcomes for affected communities.
When coupled with reinsurance mechanisms, a single dollar’s impact could potentially be amplified tenfold.
The FSFC was developed under Italy’s 2024 G7 Presidency, with technical input from the World Food Programme (WFP) and the UN Office for the Coordination of Humanitarian Affairs (OCHA).
It marks a strategic leap in crisis response, integrating real-time data, predictive analytics, and scientifically grounded triggers to enable faster, more targeted interventions.
The Facility is the first of its kind to unite anticipatory action and rapid-response financing with blended capital from public and private sources, including the reinsurance sector.
It employs advanced analytics to address up to 12 different hazards—ranging from floods, droughts, and locust outbreaks to price shocks and armed conflict.
Coordinated response
A central feature of the Facility is FAO’s newly established Risk Monitoring and Situation Room at its headquarters, which will facilitate real-time data monitoring, early warning, and coordinated response.
QU Dongyu stressed that the FSFC represents more than just speed; it redefines the very logic of crisis financing.
By leveraging predictive tools, it allows FAO and its partners to act before disaster strikes, thereby preserving livelihoods and saving lives.
The urgency of this approach is underscored by the latest findings from the 2025 Global Report on Food Crises, which shows that over 295 million people across 53 countries and territories experienced high levels of food insecurity in 2024.
This marks an increase of 13.7 million from the previous year.
While conflict remains the leading driver of hunger—affecting nearly 70 percent of the most food-insecure populations—many of these crises were at least partially foreseeable.
The FSFC is designed to respond to that foreknowledge. It aims to raise an initial $100 million, half of which will be allocated to insurable risk responses, such as climate-related events, while the other half will support non-insurable risks, including economic and geopolitical shocks. This dual-structured approach is expected to unlock benefits worth nearly $1 billion, offering benefit-to-cost ratios as high as 10 to 1.
The DG reiterated that the FSFC exemplifies a shared global commitment to act earlier, more efficiently, and more strategically to safeguard the most vulnerable populations.
FAO is currently working with global and regional partners to operationalize and expand the Facility.
It is intended to complement, rather than compete with, existing crisis-response tools such as OCHA’s Central Emergency Response Fund (CERF), by filling critical gaps in geographic reach and hazard coverage.
