The Judicial Service Commission (JSC) has appointed Robert Kibet Kibor as its new Registrar, ending a vacancy in the position that has existed since 2024.
The Commission announced the appointment on Monday, saying it was made pursuant to Section 10(2) of the Judicial Service Act, Cap 8A.

Kibor, who has served at the JSC since 2012, will provide strategic leadership and oversight in the management of the Commission’s technical and shared services functions.
According to the JSC, he will support the Commission in discharging its constitutional mandate, including the development and implementation of policies, strategies and programmes aimed at strengthening institutional effectiveness and accountability.
He will also contribute to the effective administration of justice through his role as the Commission’s Registrar.
Under the Judicial Service Act, the Registrar will be responsible to the Chief Registrar of the Judiciary and will serve as Secretary to the Commission in the performance of his duties.
Rising through the ranks
Kibor joined the JSC in 2012 as a Legal Researcher and has progressively risen through the ranks. He most recently served as Assistant Director, Legal Services.
The Commission said his years at the institution had given him an in-depth understanding of its mandate, institutional framework and operations.
Kibor is an Advocate of the High Court of Kenya with 14 years of post-admission experience.
He holds a Master of Arts in International Relations, specialising in Foreign Policy and Diplomacy, from the United States International University, a Bachelor of Laws degree from Moi University and a Postgraduate Diploma from the Kenya School of Law.
He has also undertaken the Strategic Leadership Development Programme at the Kenya School of Government, as well as corporate governance training and other professional programmes.
Vacancy followed appointment of Mokaya
The position fell vacant following the appointment of the then JSC Registrar, Winfridah B. Mokaya, CBS, as Chief Registrar of the Judiciary in March 2024.
Since then, Isaac Wamaasa has served as Acting Registrar of the JSC, providing leadership and continuity in the office.
Kibor’s appointment followed a competitive recruitment process conducted by the Commission.
The JSC advertised the position on January 16, 2026, before conducting interviews on June 30, 2026.
The Commission said it appreciated all applicants and candidates who participated in the recruitment process.
