The Independent Electoral and Boundaries Commission (IEBC) has summoned former senator Hassan Omar to appear before its Electoral Code of Conduct Enforcement Committee over remarks he allegedly made about voting by deceased voters.

In a statement issued on Wednesday, October 14, the commission said Omar had been directed to appear before the committee on October 21, 2026, at Anniversary Towers in Nairobi.

The summons relates to statements allegedly made by Omar at a public rally in Mombasa County on September 11, 2026.

The commission said the matter was being considered under the Electoral Code of Conduct contained in the Second Schedule of the Elections Act, 2011.

“The summons gives the former Senator an opportunity to respond to the allegations, in keeping with the right to fair administrative action and the right to be heard,” the IEBC said.

The commission emphasised that the committee would determine the matter only after considering the evidence and representations presented before it.

It also urged Omar to honour the summons and cooperate with the proceedings.

The IEBC said its mandate included safeguarding the integrity of electoral processes by ensuring that political leaders, candidates and other participants complied with the Constitution, the Elections Act and the Electoral Code of Conduct.

It added that it would continue to act independently and impartially when handling complaints concerning alleged breaches of the code.

“All persons appearing before the Committee will be given a fair opportunity to present their case,” the commission said.

The summons comes as political activity gathers pace ahead of the 2027 General Election, with the electoral agency urging political leaders and their supporters to exercise restraint in their public statements and conduct.

The commission called on all participants to promote an electoral environment based on peace, tolerance, respect for the rule of law and democratic participation.
