Kiharu MP Ndindi Nyoro has formally launched a parliamentary push to reduce fuel prices, proposing sweeping tax and levy cuts that could lower the cost of diesel by about Sh54 per litre.

Documents seen by Parliament show that Nyoro wrote to the Clerk of the National Assembly on May 15 seeking legislative amendments aimed at reducing the retail prices of super petrol, diesel and kerosene.

In the proposal, the MP wants the Road Maintenance Levy Fund (RMLF) reduced by Sh7 per litre through the revocation of the 2024 levy order, cutting the charge from the current Sh25 to Sh18 per litre.

Nyoro is also seeking amendments to the VAT Act to make petroleum products VAT exempt, effectively removing the current 8 percent VAT imposed on fuel products.

“These amendments are short-term measures aimed at reducing the inflationary and sticky economic effects arising from the current high fuel prices,” Nyoro stated in his submission to Parliament.

The National Assembly has since acknowledged receipt of the proposals and confirmed that the process is now underway.

In a response dated May 19, the Office of the Clerk said the proposals would be processed in line with Article 114 of the Constitution and National Assembly Standing Orders before being forwarded to relevant House committees for consideration.

The Parliamentary Budget Office also indicated that the Budget and Appropriations Committee together with the Finance and National Planning Committee would require Nyoro to explain the impact of the proposals on the current budget, the 2026/27 estimates and existing obligations tied to proceeds from the Road Maintenance Levy Fund.

Following Parliament’s response, Nyoro announced that he would appear before the relevant committees next week as discussions gather momentum.

“Following the proposals to Parliament with the intention to lower various taxes and levies to reduce fuel prices, I’m glad Parliament has responded and the process has taken off,” he said in a Facebook post.

The legislator maintained that the proposals are independent of ongoing discussions within the transport sector, arguing that rising fuel prices affect all Kenyans directly and indirectly through increased living costs.

Beyond tax cuts, Nyoro also proposed reducing profit margins for importers and distributors and introducing an additional Sh5 billion fuel subsidy for petrol products.

“Our intention is to reduce VAT by 8 percent and make the products VAT exempt, reduce the Sh7 fuel levy added in 2024, reduce profit margins of importers and distributors and provide an additional subsidy of Sh5 billion for petrol,” he said.

According to the MP, the measures could reduce diesel prices by approximately Sh54 per litre, while super petrol would also register a significant drop.

The proposals come amid growing public concern over rising fuel prices and the increasing cost of living across the country.
