Football’s lawmakers have taken a firm but measured step toward addressing rising concerns over misconduct and discriminatory behaviour on the pitch.
They approved new measures that could see players shown red cards for covering their mouths in confrontational situations or leaving the field in protest.

The decision was reached unanimously by The International Football Association Board (IFAB) during a Special Meeting held in Vancouver, Canada, marking another key development in the sport’s ongoing effort to strengthen discipline and respect ahead of the FIFA World Cup 2026™.
Under the newly approved amendments—proposed by FIFA after wide stakeholder consultations—referees or competition organisers will now have the discretion to issue a red card to any player who covers their mouth during a confrontation with an opponent, if the act is deemed to conceal discriminatory or inappropriate behaviour.
In another significant change, players who leave the field of play in protest at a referee’s decision may also face dismissal.
The same sanction will apply to team officials who are found to have encouraged or incited such actions.
IFAB further clarified that teams whose actions lead to a match being abandoned will, in principle, forfeit the fixture—a move seen as part of a broader push to protect the integrity and continuity of the game.
The amendments will be communicated to all 48 teams preparing for the expanded FIFA World Cup 2026™ in the coming weeks, giving players and coaching staff time to familiarise themselves with the updated disciplinary framework before the tournament kicks off.
The decisions follow months of FIFA-led consultations with key stakeholders across the global football community, reflecting growing pressure to ensure the game remains respectful, fair and free from discriminatory conduct.
While the changes are likely to spark debate among players and fans alike, officials say they are intended to reinforce accountability on the pitch and safeguard the spirit of the game at its highest level.
