Lawyer Tony Moturi, who is eyeing the Nyamira senatorial seat, has raised concerns over the county’s financial management performance, citing findings in the 2026 County Development Index (CDI) Report.
Moturi said the report offered important lessons on the relationship between infrastructure, economic growth and prudent management of public resources, warning that counties could not achieve meaningful development without effective financial management.

He singled out Nyamira, his home county, over its reported weak performance in financial management, attributing the situation to a high wage bill, poor budget execution and limited revenue collection.
“County chiefs must realise that development is not merely about the amount of money allocated annually; it is about how effectively public resources are managed, how strategically they are invested, and ultimately how they translate into tangible improvements in people’s lives,” Moturi said.
He argued that counties with better infrastructure, diversified economies, controlled wage bills and stronger budget absorption capacity tended to perform better economically.
The 2026 CDI findings cited by Moturi point to challenges in Nyamira’s financial management, placing financial management and accountability at the centre of the development debate in the county ahead of the 2027 General Election.
He noted that investments in roads and other critical infrastructure were essential to attracting investors, unlocking local economic potential and creating sustainable opportunities for residents.
He called for region-specific economic strategies that take advantage of the unique resources and strengths of individual counties, while challenging regional economic blocs to play a greater role in coordinating development.
Moturi said counties needed to move beyond reliance on annual budget allocations and focus on how effectively available resources were used to improve livelihoods.
