The Independent Policing Oversight Authority (IPOA) has launched investigations into allegations of defilement involving a police officer attached to Lumakanda Police Station in Lugari Sub-County, Kakamega County.
The matter was reported at Lumakanda Police Station on September 27, 2026, before being brought to the attention of IPOA, which subsequently deployed investigators to establish the circumstances surrounding the allegations.

IPOA chairperson Dr Duncan Ojwang’ Oburu said the authority had made significant progress in the investigations, including recording statements from relevant persons, processing and documenting the scene and obtaining medical records.
“The Authority has so far made significant progress in the investigation,” Oburu said in a statement.
The investigation team is now pursuing additional lines of inquiry, including recording further statements, extracting and analysing available CCTV footage and conducting an identification parade where necessary.
The police officer identified in connection with the allegations has since been arrested and presented before court as investigations continue.
IPOA said it was treating the matter with particular seriousness because of the vulnerability of the alleged victim and the nature of the allegations.
“The Authority reiterates that it is treating the matter with the seriousness it deserves,” Oburu said.
The oversight body said its investigation would be conducted independently and based on available evidence, with any action taken in accordance with its statutory mandate and the findings of the inquiry.
“IPOA will conduct a thorough, impartial and evidence-based investigation and will take appropriate action within its statutory mandate based on the findings,” Oburu said.
The authority said allegations involving abuse of office, sexual exploitation and defilement by police officers remain among matters it prioritises as part of its oversight role.
It said the investigations were consistent with its mandate to promote accountability, professionalism and respect for human rights within the National Police Service.
IPOA did not disclose further details about the alleged victim or the specific circumstances of the alleged offence, as investigations and court proceedings are ongoing.
