Prime Cabinet Secretary and Cabinet Secretary for Foreign and Diaspora Affairs, Musalia Mudavadi, is in Japan, to attend the 9th Tokyo International Conference on Africa’s Development (TICAD 9).
The Conference, to be held in Yokohama city, will commence on Wednesday.

Mudavadi is scheduled to participate in all plenary sessions and official engagements, including a welcome reception hosted by Japan’s Prime Minister Shigeru Ishida and Yokohama Mayor Mr. Takeharu Yamanaka.
On Tuesday, he will hold bilateral talks with Prime Minister Ishida, visit Yokohama’s city assembly, and meet with Mayor Yamanaka.
A key highlight of his visit will be a side event on the Economic Inclusion of Forcibly Displaced Persons in Africa, where Mudavadi will spotlight Kenya’s Shirika Plan—a transformative refugee management initiative launched in March 2025.
The plan has successfully integrated refugees and host communities in Dadaab and Kakuma, providing access to education, healthcare, and economic opportunities.
Mudavadi will also engage in a public-private business dialogue and witness the signing of several memoranda of understanding between Kenya and Japan.
The event is hosted by the United Nations High Commissioner for Refugees, with Assistant High Commissioner for Operations Mr. Raof Mazou expected to pay a courtesy call on the Prime Cabinet Secretary.
TICAD 9, themed “Co-create Innovative Solutions with Africa,” is organized by the Government of Japan in partnership with the United Nations, World Bank, and African Union Commission.
